Rokha means "rokh," which means to halt. Both families have "stopped" searching for a suitor or suitress for their child. Before the era of digital modes, families would visit each other's homes (without the bride or groom there) and perform pooja, an ardaas or sukhmani sahib paat. They would then lay one rupee (rupee) on each other's palm, bless the child, and give them sweets and gifts. It means the talks of marriage between parents is finalized. In modern times, it is done at the discretion of the girl and boy. Earlier only parents and elders of the family used to decide.
